Conventional wisdom supposes that "hate" or "fear" is directed toward the "other" but the firearms ownership spike may also reflect a loss of confidence in the political elite who some may feel, rightly or wrongly, to have sold them out.
This could explain why, the more the elites preach tolerance for migrants, the greater the anger toward the state. The riots in France for example, are not aimed at migrant neighborhoods but at the symbols of government.

Put it in 1 spot. "The aircraft at Bellows, Ford, and Hickam Airfields were parked side by side in order to prevent sabotage. No one believed an attack was possible, but sabotage was possible. Instead, the neatly parked aircraft made excellent targets for the Japanese Zeros."

To the question : how can we rebuild trust the probable answer is never. The need for trust is driven by the economics of rational ignorance. As information became more available the level of rational ignorance required decreased. We had too much trust and are now offloading.
We will always need some level of trust but at present the value of pure prestige is crashing.
Trump's style has gone further than predicted because it's not based on trust but transactional. It's cash on the barrel. You don't know who the hell the man is but the stuff he's promising happens frequently enough to keep you interested.
