1. Trump appears edging toward declaring a "national emergency" and attempting to unilaterally build the wall.

This could backfire spectacularly.

2. Under the National Emergencies Act of 1976, if Trump declares a national emergency to build the wall, the House could immediately pass a resolution to rescind it.

The Senate would then need to vote on the House's resolution within 18 days.

3. So it would require 50 Republican Senators to vote to undermine and subvert their own legislative authority.

This seems unlikely.

On the other hand, Republicans in the Senate have been generally unwilling to stand up to Trump

4. At the same time, Congress revoking Trump's phony "national emergency" could be a good outcome for Trump.

He gets out of the corner he's painted himself into and gets to blame Congress for his failure to build the wall

5. Congress would only be the beginning of Trump's problems. He would also likely face lawsuits from landowners along the border. He'd need to seize their land and, of course, there is no real national emergency.
