The Turkish MoD remain focused on the Manbij Roadmap, independent of all the broader, Bolton related issues. This remains an odd outlier in this saga, given that in December 2018, US + TR began the vetting process in line with roadmap text
In December 2018, Turkey even succeeded in pushing the ball forward on including “other areas”, ie those east of the river, in the official WG readout ->
It was the RTE escalation that, at Turkey’s intial request, leads to the POTUS call, where Trump surprises everyone (including Bolton and RTE). With today’s implosion, we’re oddly back to where this started — albeit with an announced withdrawal and more Russians.
I honestly don’t see strategy here. I see disarray and policy process in reverse — everywhere (including Turkey).
The vetting process was intended to create criteria though which the two sides would then begin talks for what Ankara is now asking, at least according to RTE in NYT yesterday:
The "Sykes-Picot on acid” map, where chunks of the NE are divided between external powers in vivid color (at least on paper) is not too far off from where key actors — including, it seems, the TR MoD — were trying to get to with the roadmap (see tweet 2).
We’ve had so many “turning points” in this story that each side has now made 4 rights and are back to where this was all began on December 13, 2018.
