I actually found where the 'coal miner' and 'learn to code' phrases first intersected. It was a throwaway statement that came during a public debate between Zuckerberg and Bloomberg in a series of public statements. gigaom.com/2014/04/09/mic…
Now, it made its way over to Huffington Post and Buzzfeed in throwaway comments, keep in mind. But the statements didn't originate there. But, as was noted with Obama's talk (funny how that mentality ended up defining Google's current corporate culture)... recode.net/2015/2/14/1155…
In the second half of Obama's presidency, there was a HUGE post among leftwing news outlets (almost all of whom are suffering layoffs) to push programming/coding as a skill to be picked up (linked is a general google search; look at the years). google.com/search?q=bloom…
Not trying to make any specific point, keep in mind. Just noting that Huffington Post, Buzzfeed, et al didn't necessarily create the 'coal miners should learn to code' meme, they did work to popularize the concept that everyone should learn to code.
Call it another failed aborted concept that emerges from Obama's high-minded administration that crashed, burned, and left deeper scars than we could possibly imagine (ie the politicization of tech companies)
