I think the PDP should not ask INEC to stop counting. INEC should not be stopped from carrying out its routine work. The law protects INEC as a regulatory agency from being stopped from carrying out its regulatory functions.
But what INEC cannot do is to gloss over the allegations and petitions from interested parties and go ahead and announce final winner. INEC has to conduct administrative adjudication on the substantial allegations of the PDP and any other party to the election
Regulatory agency as decision maker owes a duty of fairness and hearing to parties in the election. It will be irresponsible for INEC to overlook the allegations and then ask the aggrieved persons to go to court. Why outsource costs to parties?
After collection INEC should hold administrative adjudicatory hearing to settle these allegations one way or the other. In this hearing it can rule against the aggrieved persons and go ahead and announce the validated results and declare the winner. Aggrieved can go to court
The situation room got it right when it argued that cases like Imo where the RO of Orlu in Imo indicated that he made a wrong return under death threat ought to be reviewed and nullified if true. No regulator in the world ought to allow results procured through fraud to stand.
INEC can help to shore up the credibility of the result by taking a few hours to deal with these complaints and move on. This will help avert constitutional crisis and allow the winner start thinking of governance
