Downing Street insisting a Meaningful Vote will go ahead tomorrow but being *very cagey* about what that vote will look like. May's spokesman repeatedly refusing to rule out that it will actually be a provisional vote.
However, all the signs are that the meaningful vote WILL be pulled tomorrow and replaced with a provisional one, thereby breaking May’s pledge to Parliament.
There's definitely going to be a Commons vote tomorrow and the government will definitely call it a "meaningful vote," but unless something changes in the next few hours its looking unlikely to actually be one.
Here's how a meaningful vote is defined by the EU Withdrawal Act. The vote must be a parliamentary vote to approve or disapprove a deal with the EU. It can't be a provisional vote on some imagined deal that Conservative MPs might support at some point in the future.
