This particular change in India’s defence policy during #ManoharParrikar ‘s tenure as defence minister is so significant that it prevented another Central Government of India from acting it’s foot. (1/n)

This important change is with India’s blacklisting policy wrt defence manufacturing firms. Earlier , whenever there was any controversy in a defence deal , the entire firm used to be unilaterally blacklisted for atleast a decade, despite govt of the day being more at fault (2/n)

Reason I am saying govt of the day being more at fault is because a defence manufacturer is out to do business. If under a corrupt commission-khor congress govt , business only comes after paying kickbacks ,the firm will do it. Govt is thus more at fault. (3/n)

But whenever any corruption or controversy emerged in a deal , the same commission-khor congress which was hand in gloves with the defence manufacturer, would blacklist that firm for a decade atleast , thus denying our military important spare parts of weapons purchased. (4/n)

Take for instance, commission-khor Congies took commission for Bofors. When it was unearthed, commission-khor Congies blacklisted Bofors in 1987. This blacklisting denied army the spare parts needed for Bofors gun. It was ultimately lifted only in June 1999 at the ... (5/n)

... height of Kargil war, when commission-khor Congies were out of power and army desperately needed spare parts for the Bofors gun. Thus from 1987-1999, commission-khor Congies had blocked access to spare parts LF weapons which they had purchased at higher prices (6/n)

Another example is the blacklisting of German firm HDW, which was also blacklisted in 1987, badly effecting navy, as we had purchased 2 submarines from them before blacklisting , and 2 more joined by 1994. Thus, we had 4 subs but no way to run them due2 this blacklisting (7/n)

We then had to make some dubious deals to kee this fleet running, and even the upgrades were delayed. The HDW production line was sitting idle at Mumbai Mazgaon Docks shipbuilders. (8/n)

Recent example of this is Agusta Westland. When this scam surfaced , commission-khor congress’ govt’s defence minister not just blacklisted Agusta Westland, but entire Finmeccanica , of which it was a part. This ridiculous blacklisting badly effected Navy ,as it had to ... (9/n)

... operate Scorpene class submarine INS Kalvari and nuclear submarine INS Arihant without the heavyweight torpedoes as those torpedoes were built by WASS, a subsidiary of Finmeccanica, which commission-Khor Congies had banned unilaterally. (10/n)

This forced the submarines to operate with old,unreliable torpedoes. There are many , many such examples of absolutely ridiculous blacklisting policy of commission-khor Congies and it’s disastrous effect on our defence preparedness. (11/n)

India’s or rather I’d say, commission-khor Congies’ blanket approach 2 blacklisting narrowed our choice of weapon’s suppliers, leading 2 indirect monopolies and single vendor situations, leading 2price rise. In some cases there were no alternatives,stalling modernisation (12/n)

Then @narendramodi became PM in 2014, and #ManoharParrikar defence minister that November. Under them, India did away with this B.S. policy of blacklisting the entire conglomerate and instead replaced it with tough financial penalties on firms found guilty of wrongdoings (13/n)

According to this new policy , blacklisting , if at all has to be done even after penalties , would only be for 1 year at a time with fast track investigation, instead of commission-khor congress’ policy of 10 years at a time. (14/n)

In this way , thus PM @narendramodi and late Defence minister #ManoharParrikar brought a needed change in policy which has significantly improved our defence preparedness and ensured that we don’t block access to our critical defence needs and starve our forces. (15/n) (n/n)
