He does not specify the DNC emails, he does not specify that the series of document dumps were the materials that WikiLeaks released in the DNC email dump. Barr chose his words carefully in describing what Mueller reported.
He further says, "under applicable law, publication of these types of materials would NOT be criminal, unless the publisher also participated in the underlying hacking conspiracy"
