Manafort had Gates regularly send campaign data to Kilimnik (who the FBI says has links to Russian intelligence); he also met with Kilimnik twice in the US in 2016 and gave him campaign info. Mueller's office never figured out why the info was sent or what Kilimnik did with it.
I appreciate the difficulty the SCO encountered with Manafort's constant lying. Still, it's a bit puzzling that they weren't able to explore these questions a bit more from the Russian side. (This is the same team with keystroke-level visibility into the GRU hacking operation.)
And more broadly, with this central question that "goes to the heart of what the Special Counsel's Office is investigating" still unanswered, why end the investigation when they did?
