The smug, self-congratulatory tone of this article is impressive. It is basically a propaganda piece reasserting NATO’s original goals—to keep the Russians out & Germans down. It agues that without the US presence childlike Europe would fall into turmoil.

This piece not only argues that Europe should not have political and military agency without the US, but that Germany would be attacking everyone left and right if it weren’t for US occupation.
It is alarming that a professor from a major university would be making such definitive claims about NATO being the primary cause of relative stability in Europe—or evil Russkies or Germans not taking over half of the continent.
“We’ll prevent___from dominating Europe by doing so ourselves” is a revealing look at the US self-declared moral imperative. In more realistic terms, this expresses the age-old fear of competition, particularly if Russia & Germany were to be in close cooperation (Classic geopol).
To summarize this article by an academic (!), Russia’s lack of invasion is the reason for NATO’s expansion. But Russia’s invasion would also be a reason for NATO’s expansion. Basically, NATO expands regardless of whether or not Russia invades. Let that sink in.
Russia voluntarily withdrew from its Soviet bases in Europe without adequate reciprocal action from its US counterpart, to boot. That’s an odd way to occupy or invade.
How this “invitation” works: 1) bomb Yugoslavia to smithereens in a show of power, build a base in Kosovo, then make Macedonia a NATO member; OR 2) threaten economic, political, & security repercussions when the EU lets out a peep about autonomous defense.
