This is a good article by Peter B. Doran & Donald N. Jensen about Putin's strategy. It recites the by-now familiar narrative: Russian leaders use disinfo to spread chaos for strategic effect. The goal is to create a favorable environment for the side that copes best with chaos.
A good piece, as far as it goes, but I want to see the footnotes; I want to know who said this, how they came to this conclusion. Are they concerned about blowback? Why are they so sure an authoritarian system grants them a competitive advantage in managing chaos?
What does the policy debate about this look like in the Kremlin? Are there dissenters? Do they do risk-benefit analyses, or act out of instinct? Does Putin alone authorize these programs? If not, who works with him?
Is there any document that formally lays out the goals of this strategy, the end point that would say to them, "You won, good job?" Or do they imagine this as a permanent strategy, something like 'mowing the lawn" whenever the US becomes overconfident?
Wouldn't it be interesting if we spent as much energy trying to figure out how our allies, adversaries, and rivals worked as we did trying to apply these skills to ourselves/
