Minority religion-based scholarships are worse than not having UCC. Different personal laws do lead to some conversions, like for polygamy. But that is a rare need vs scholarships and education. Equal treatment is far more important than just UCC.
The two dominant world religions do not need "minority" support in India. They are globally dominant and resourced, get $billions for conversion, PLUS the dhimmi govt of India pays Crores to fund help even more conversions.
