This would suggest that Steele handed in the Ukraine report on July 23, presumably written around July 19, 2016 after speaking with Sergei Millian (Source E).

I say around July 19, as Report #94 was written on the 19th, and the Ukraine report is Report #95.
Still feels like I'm missing something, it just doesn't quite add up.

The issue is that Kim Sengupta was the one who revealed Andrew Wood's involvement.

Also, for some reason, this Clovis Meath Baker (former Director of Intelligence Production at GCHQ) vouched for Steele back in February 2017, as did Jonathan Winer.
