How about some facts? This claim needed exploring. So I did some exploring

Who says the EU can't negotiate free trade agreements (2)?

Now, I didn't check every single WTO member. And because of the database constraint I only checked for agreements on goods. But then all but one agreement in the database is either goods alone (not one of these)

Oops, typo while trying to edit. All but one agreement on the database is either on goods alone or goods and services. Only one is only services (not a pair of countries on this list)
