Here’s the transcript of the exchange. You’ll note Harris never expressly says busing shouldn’t ever be mandated. It’s just that when pressed she refuses to go there.
The thing is the President talked about this too. An equally careful read of his remarks when pressed suggests that he supports federally mandated busing as a practical necessity for integration even when used as a “hammer” instead of a “velvet glove.” whitehouse.gov/briefings-stat…
This was widely reported as Trump being confused by the term “busing,” thinking it just mean any use of buses to carry students rather than desegregation policy. But I think it’s clear from the hammer/velvet glove comments that doesn’t hold up.
The fallback will be that it’s word salad, you can’t take Trump literally, we know what he really thinks, etc. All of which is unfalsifiable and insulates him from ever facing a hard hitting story like Harris is enduring based on this sorta equivocal cnn exchange.
