Kashmir-based Ansar Ghazwat-ul-Hind's Al-Hurr media released maiden speech of its new ameer Hameed Lelhari. The speech contains a big claim, a conditional offer of unity and the commentary on the killing of Islamic State militant by suspected pro-Pakistan militants. Thread.
Lelhari makes a huge claim, saying a Pakistani (spy) agency offered his group arms after the killing of Zakir Musa with two conditions. "One: AGH won't carry out any ops against India without its approval. 2nd: no major action against Indian forces will be carried out."
The offer, he opines, was made thinking AGH will be in need of support after Zakir Musa and to make it "slave of Pakistan like other militant outfits". Lelhari then says: "my heart is sad over the fact that how Pakistan has enslaved our (Kashmir) Jihad."
Verifying veracity of Lelhari's claims is nearly impossible. But Pakistan imposing its terms on anti-India militant groups is an established and a documented fact. One reason why HuJI-chief-turned AQ military strategist Ilyas Kashmiri turned his guns against Pak were such terms.
Lelhari makes a conditional offer of unity to all militant outfits in Kashmir for "strengthening and securing our Jihad". The offer is based on three conditions. "1: Jihad for Allah's law on Allah's land."
"2. All operational decisions will be taken only in Kashmir, not in Pakistan. The decisions will be taken keeping in mind the interests of Jihad and ground situation. 3: Interests of Jihad will be above organisations and individual interests".
Lelhari: "if you (militants ) accept all 3 terms of unity, then we can form a shura, a consultative panel, with two representatives from each organisation. The jihad cannot be made slave of any country's interests or of any agency."
The unity offer is very significant. So what if a militant outfit, apart from Islamic State's local unit, accepts the offer of AGH? The acceptance means rejection of Pakistan, the rejection of political struggle & the rejection of fight for plebiscite.
It is very unlikely that Hizbul Mujahideen or LeT or Jaish at their organisational level will accept the offer. But individual defections cannot be ruled out. Both al-Qaeda and IS affiliates in Kashmir mainly consist of defectors from pro-Pakistan groups.
The AGH ameer begins his speech mentioning the killing of IS-linked militant Adil Dass by suspected Hizbul Mujahideen & LeT militants. He terms the killing unacceptable & calls for punishment as per shariah by way of Qisas or paying blood money.
"Love and hate for Allah is what differentiates a mujahid from a gunmen," he says. Apparently in response to those who label IS a group of Khwarij, Lelhari says: "don't fight those who are on path of Khwarij unless they initiate fight against you." End.
