You produce and share a report and offer to make yourself available to discuss queries.

A colleague who has received this report and declined a meeting, publicly and repeatedly makes a series of false statements to your boss, other managers, employees ...

... clients and anyone who'll give him airtime, that you've not provided the report, that you refused to meet, and also publicly demands that you hand over a confidential database you're legally prohibited from sharing with him, and publicly criticises you for not complying.

In any work setting this behaviour constitutes targeted harassment. When the person being targeted is receiving treatment for cancer, they are also protected under disability discrimination laws from harassment.

This is not acceptable behaviour, nor are these the actions of someone solely motivated to ensure that this employee / their department is working effectively and fairly. There's clear and repeated politically motivated intent to undermine employee, department (and Party).
