Lofgren just asked which candidate benefited from Russian interference, and I swear we almost got to see Mueller roll his eyes.
Ratcliffe is living dangerously, goading Mueller into explaining that the reason Special Counsel couldn't conclude Trump was innocent was because Special Counsel concluded he was guilty. But Ratcliffe is also saving himself by not giving Mueller a chance to actually answer.
Jackson Lee is out of the running for this competition.
Sensenbrenner picks up where Ratcliffe left off, but he's making the mistake of actually posing his questions in the form of a question.
Sensenbrenner is... asking a good question, but not for the reasons he thinks, about the lack of an explicit impeachment referral in Mueller's report.

But unfortunately Mueller doesn't actually have to answer.

Buck was nearly disqualified due to his pretty effective line of questioning, but he jumped onto the scoreboard with a final question that gave Mueller a chance to state, with an ambiguous level of hypotheticalness, that Trump can be indicted for obstruction once he leaves office
Because I am in no way an unbiased officiant of this contest, I was really hoping Gaetz would take home the prize, but McClintock's attempt to deny that the Russian government was behind the election interference may prevent that.
Lesko is also a contender due to basing questions on her apparently sincere(!) belief in Barr's bullshit obfuscations.
The Democrats are, somehow, not doing a completely terrible job of interviewing their wet stack of cardboard of a witness, and for once actually seem to have coordinated on their approach. However I would like to stress that the bar here was basically lying on the ground.
Honorable mention to Armstrong for asking Mueller why he didn't break the law by refusing to hire attorneys based on political affiliation.
Himes just praised Mueller's statement for its "remarkable clarity and power," and it wasn't a question but I'm going to count that as a candidate for dumbest question anyway.
