The North Atlantic Oscillation (NAO) is a natural form of weather variability that affects the jet stream and weather dynamics, especially in Europe.

The average state to start this summer is at a record low for this time of year.
Negative NAO states predict a jet stream that has large oscillations and is more likely to produce large swings in weather, such as... heatwaves in Europe.
Interestingly, though 2019's summer has started with the most persistent negative state in this data set, it follows the most persistent positive state in 2018.
