IG report: Comey used leaking of his memos “to create public pressure for official action,” and “set a dangerous example for the over 35,000 current FBI employees—and the many thousands more former FBI employees—who similarly have access to or knowledge of non-public information”
The IG report provided a summary of Comey's handling of the memos, as well as how the IG handled its report, in the "Introduction" section of the report. 
IG report, page 55: "We found it particularly concerning that Comey did not tell anyone from the FBI that he had retained copies of the Memos in his personal safe at home"
IG report, page 59: "By not immediately reporting that he had provided Memo 2 to his attorneys when Comey first learned that the FBI had designated a small portion of Memo 2 as classified at the 'CONFIDENTIAL' level, Comey violated FBI policy."
In the "Conclusion" on pages 59, 60 and 61, the IG wrote that "Comey had several other lawful options available to him to advocate for the appointment of a Special Counsel, which he told us was his goal in making the disclosure."
