The EU launched their No Deal Contingency plan in Dec 2018. This ensures continuity of things like cross border trade, transport and derivatives trading. You can view the press release here:

The UK has already passed the Withdrawal Act, which moves all EU originated law wholesale onto the British statute books.
On October 31st we would remain equivalent to EU regulations and legislation.
Tariffs on 87% of goods from the EU will remain at zero. Items which are subject to high EU tariffs now would remain unchanged.

Lots of legislation has already been passed by both sides, making a "cliff edge" non-existent.
But you wouldn't hear that on the news.
Their real motivation is to stop Brexit entirely.
