Nancy Pelosi's HR3 is the most extreme prescription drug price control bill ever proposed, with the "triple lindy" of international price indexing, inflation caps, and an insane 75% of gross sales corporate death penalty for any company that doesn't accept government-set prices. 
Absurdly, she calls this socialized, government-set pricing scheme "negotiation."
On average it costs $2.6 billion to bring a new drug to market. We should be focused on policies that bring that number down, not telling companies that when a drug pans out they'll take accept the government price or face a corporate death penalty.
Foreign free-riding problem is a real problem. We should do everything possible in trade negotiations to get other rich countries to loosen their price controls. But adopting our own means there's no moving vehicle of innovation for anyone to ride on, free or otherwise.
