Now might be a good time to remind Americans of the Budapest Memorandum. In 1994, in exchange for Ukraine giving up its stockpile of nuclear weapons--the world's 3rd largest stockpile--Russia & US promised Ukraine respect for its sovereignty and *the existing borders.*
The signatories offered Ukraine "security assurances" in exchange for signing the NPT. These promises were also made in Conference on Security and Co-operation in Europe (and well as the UN Charter and NPT).

I'm trying to figure out the key to explaining to people, without just alienating them and hardening their positions, why this should alarm them. The problem is that I don't understand why it doesn't instinctively alarm them. Can someone help me out?
It must be one of the following reasons: 1) Disbelief in the report that this happened. If so, would you agree that if it happened, it's deeply disturbing?

2) A belief that things like this happen all the time, and people are selectively focusing on what's a common occurrence.
If so, do you think it's okay for things like this to happen all the time? Do you think it wouldn't be damaging to the United States if it did?

Hey, can I ask a favor? There were slightly fewer readers of the newsletter today than before. Is that because people are so overwhelmed by the news, or is it because it's just too long? Would you mind checking it out and giving me your advice?
Do I need to shorten it even more to hold modern attention spans?

I actually thought it was an interesting newsletter, and might be genuinely helpful to people who are struggling with the moral dilemma that I know many people *are* struggling with re. Trump.
I don't know if my audience has thought about it this way, and I think the points at the end might truly be of use to them.

But maybe I shouldn't have discussed the situation in Ukraine at such length *before* getting at that. Tell me what you think.

The problem is less that he's not reading his briefing papers and more that so many Americans don't read newspapers at all, so this will sound plausible to many of them, even though it's absurd on the face of it.
Well, actually: It's a big problem that he doesn't read his briefing papers. But we live in a representative democracy; in principle, Americans should be able to delegate "reading the briefing papers" to their elected representatives.
But by this point, they should be fully aware that he either doesn't read them, or behaves as if he doesn't, so they need to pay more attention to these things than ordinarily they would.

1/ With Mattis and Kelly heading for the door and the myth of “adults in the room” evaporating, now feels like a good time to remind everyone that, yes, We The People really did hand a flailing, impulsive ignoramus the unadulterated power to end life on Earth as we know it.
2/ On a daily basis folks insist to me this isn’t how it works. They need to believe that someone — Sec Def, the Joint Chiefs, or a general, somewhere, surely — has to agree. Because the alternative sounds too insane to be real life.
