@CourthouseNews CORRECTION: The House voted 228-191 in favor of adopting a RULE that calls for resolution to send DNI whistleblower complaint to House and Senate. A debate will unfold this afternoon, final vote on res around 5PM.

@CourthouseNews .@RepAdamSchiff is speaking from the House floor now. IG had 14 days to review the complaint. Found it credible and urgent and found it should be provided to Congress as intended. Not "may be provided" or "if WH doesn't like it" -
The whistleblower statute says the complaint "shall" be turned over to the committee. Why? Because that is what the committee relies on.. For the IC to self report to committee OR via whistleblowers.
Trump's communication with Zelensky is part of a "constant theme" within the administration, Schiff says. In a nutshell, he alleges the admin operates as such: "This is what I want done. I've done so much for you. Now. This is what I want of you."
House Minority Whip @SteveScalise is speaking from the floor - saying the WH is in the middle of providing the complaint right now. What is really at question, he says, is where this all leads to. This is just the latest culmination of Dems long pursuit to impeach Trump, he says.

At no point has the DNI ever refused to turn over a credible whistleblower complaint, she adds.
Rep Swalwell on the floor, says to Republicans who claim they "don't see any favor being asked" in the memo of the call transcript -
"I point you to page 3," Swalwell says.
Rep Sean Maloney says "You don't need to state an explicit quid pro quo when you launch a cover up by violating the law by refusing to produce the whistleblower complaint."
