Or Romania. Giuliani’s actions there—when he called to *back off* of corruption investigations, while being paid by a lobbyist—directly contradicted U.S. policy, and warmed the hearts of corrupt Romanian politicos.

One add: Giuliani's claimed time and again that he's simply a "private citizen." But that's (obviously) not how his efforts are perceived in the region.
