I understand what the EU will receive is a letter from Boris Johnson with an accompanying text and some explanatory notes. The big immediate question for the EU is whether the text is in the form of something that is legally operable, or if it is simply in the form of concepts...
If it is a legally operable text it means the EU - *if* it agrees with it - can then negotiate it up into a Protocol in the coming weeks. That's a big if. Given the short time frame, if it is only concept-based then that does not bode well for a deal
