Some people want to be homeless, some people are mentally ill

Money does not guarantee supply either
All the money in the world can not get you a direct sub orbital flight form LA to NYC.

Want to invest in a company to build it?

Ok 100M$ and 5 years later the company fails and you lose the money.

Money isn't magic
If you tax 100B to end homelessness you will eventually run out of money

You're also assuming the labor exists to do the jobs of running all those shelters

Money doesn't create professionals

If you only have 10 doctors in your area then not everyone can see a doctor
