Local governments hate cars. They want traffic jams. They think that the more traffic jams there are, the more people will abandon their cars.

Oh no, not houses! Imagine that! HOUSES! Houses that people live in! Outrageous!
Luckily, however, they're not all so stupid:

However, "Ms Brighouse added the new road would be an outdated mode of transport and compared it to building canals during the rise of the railways ..."
And " Lib Dem councillor for Kennington and Radley said the project would have a ‘huge carbon footprint’ whatever route was chosen, and said the council should oppose it based on its aims to become carbon neutral."

This is very weird...
Local governments and their politicians are putting their roles as planet-saving super heroes before the jobs they were appointed to do: providing local services.
I remember a town hall climate event in Oxford. A Lib Dem councillor said he wanted to ban plastic bags from within the ring road. He got a standing ovation.

They are degenerate. The city had *much* bigger problems on its doorstep.

The environment is a massive fig leaf.
Oxford will ultimately strangle itself.
