It is interesting that "Congressionally approved" U.S. aid to Ukraine is now only referred to by Democrats as "Congressionally mandated" U.S. aid to Ukraine. Is there any other country U.S. Congress 'mandates' aid to that overrides Presidential power to conduct foreign policy?
Democrats are resorting to blatant abuse of the language to defraud the public. Congress approves aid for specific countries. Congress cannot, however, mandate that the aid be released right away. President has absolute legal discretion over whether and when to release the aid.
That is not to say the President can abuse his discretion with impunity, but that is different from calling the U.S. aid to Ukraine as "Congressionally mandated." Did they do another focus-group to find out that if they said "mandated," people will think Trump violated a mandate?
