These are in fact state-run prisons.

They are using private companies, who charge exorbitant rates and have a monopoly on the provision of services, but the prisons themselves are run by the government.
The state gets a cut of the companies' profits - that's built into the contracts and saves money because they don't have to provide essential services themselves.

The vast majority of county jails and state prisons tho are not privately-run. They operate using this model.
More federal prisons tend to be private. For instance, most immigration detention centers are privately run.

But, overall, private prisons represent only 8% of all prisons nationwide. @JohnFPfaff has written a lot about this.
