This is your daily pension announcement: Who makes public policy edition?

If you work with people, as I have, who make more than $1 million dollars per year some funny things happen.

I need to talk about one of those funny things today: command inversion. #ABLeg #ABed
This is a phenomena seen occasionally in the military as well as in business. The military like the GOA has a hierarchical structure. If you are on a military mission the highest ranked officer would be in charge. #handsoffmypension #noireallymeanit
And, as much as they would seek opinions and feedback from lower ranks, they would have the responsibility for decisions.
Imagine a situation where some calamity ensues and someone lower in the command structure starts issuing orders. (this has been the subject of war movies)
Add in pay differences and then we can transfer this command inversion to the GOA.

Imagine Travis the Minister($185,000 per year) Athana the Deputy ($300,000) and Kevin the CEO($3,400,000) sitting around a table working on public policy. Travis is, by hierarchy, the leader.
I am not sure what happened in the Teachers' Pension Plan investment hijack, but I can guess. I have no inside information.

Athana should be responsible for researching and recommending specific action to Travis who has set the direction of TBF.
But, with respect to ATRF the research is turned over to AIMCO for some inexplicable reason. (See my earlier tweets, this is a massive conflict of interest.)

Kevin knows this is his meal ticket. His pay can easily go from $3.5 million to $4.5 million per year.
My opinion is that a command inversion took place here with the person making the most money influencing the decisions of the other two.

This is not how you make good public policy. #fail
I think TBF, in general, is aware of this. That's why long after the fact they produced a "summary" for the business case that includes all sorts of info not in the AIMCo business case. No one from TBF put their name on it. (They put some guy named Peter from BC on it.)
If you have command inversion during public policy formulation, well then, you can get bad public policy.

Kevin is the winner here. His pay could well shoot up. The one thing I don't think that he counted on was that he has done real reputational damage to AIMCo. TRUST MATTERS.
The one entity that seems to have been left out is the AIMCo Board. They do not seem to have been involved here at all. Several of those Board members I know for a fact understand that >$100 billion funds suffer fro dis-economies of scale. Savings are questionable.
