1. Syria: For the ISIS captives we need to adjudicate them before more time passes. We should offer all females without kids and who we have no evidence of actual crimes five years confinement or try them for conspiracy to commit genocide and seek life.
2. For females with kids, most should lose parental rights and the kids resettled but the SDF with UN should assess the cases individually.
Syrian national male fighters should be moved to separate facilities and addressed after consultation with their clans.

3. Foreign male fighters should be offered 10 years in re-education or take their chances with trials under Syrian law with life in prison about the best outcome that they could expect.
4. But we have to stop allowing ISIS to express their ideology as religious expression. Genocide and mass murder makes it politics and sanctionable for current beliefs not just actions. They have to stop being ISIS or they stay confined, for life.
