NEW: Dept of Homeland Security quietly announced last week it's agreed to share certain ICE, CBP, USCIS records with the Census Bureau to comply with President Trump's executive order for data about the citizenship status of every person living in the US👇

2. This new data-sharing agreement between @DHSgov and @uscensusbureau was announced in this Privacy Impact Assessment document posted on Homeland Security's website on Dec. 27 (H/T @FCWnow's @thisismaz)👇

@DHSgov @uscensusbureau @FCWnow @thisismaz 3. @USCIS is sharing with @uscensusbureau personal information about naturalized U.S. citizens and green card holders from records going back to as early as 1973👇
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS 4. @CBP & @ICEgov are sharing w @uscensusbureau data about noncitizens from records going back to 2013, including full names, Social Security numbers & alien registration numbers. CBP is also sharing travel histories of visitors to US, including those who have overstayed visas👇
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov 5. This data-sharing agreement between @DHSgov & @uscensusbureau marks the latest development in the Trump admin's ongoing effort to carry out the executive order President Trump issued in July after courts blocked the admin from adding a citizenship question to the #2020Census.
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov 6. Trump has said citizenship data based on records would allow states to redraw voting districts using number of eligible voters rather than all residents in an area — a redistricting method that a GOP strategist said would be "advantageous to Republicans & Non-Hispanic Whites."
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov 7. But it's not clear whether using these records will ultimately help @uscensusbureau produce accurate data about the citizenship status of every person living in the US.

"No one source of citizenship information is complete and up-to-date," the @DHSgov document warns👇
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov 8. The @uscensusbureau plans to use the data it receives to try to match DHS records with those from other agencies about the same person. Each individual's records would then be used in a statistical model designed to produce anonymized estimates of U.S. citizens & noncitizens.
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov 9. As I've been reporting since 2018, the @uscensusbureau has spent years trying to amass citizenship records from other agencies, including the State Dept & Social Security Admin, to respond to the Trump admin's request for detailed citizenship data👇
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov 11. Latinx community groups @LUPE_rgv & @PromiseArizona are suing Trump admin over efforts to produce citizenship data, arguing it's part of conspiracy to stop Latinx communities, noncitizens, other immigrants from receiving fair political representation👇
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov @LUPE_rgv @PromiseArizona 12. It's worth noting the @DHSgov document says DHS is providing records as required by Trump's executive order to help determine numbers of 3 specific groups: "citizens, lawfully present non-citizens, & unauthorized immigrants in the United States during the decennial census"👇
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov @LUPE_rgv @PromiseArizona 13. And it's worth remembering President Trump's July 11 executive order directs all fed agencies to "promptly" help the @CommerceGov Dept, which oversees @uscensusbureau, determine "the number of citizens, non‑citizens, & illegal aliens in the country"👇

@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov @LUPE_rgv @PromiseArizona @CommerceGov 14. While Trump's executive order does reference a need for a "more reliable" count of unauthorized immigrants to better inform public policy about immigration and eligibility for public benefits, @uscensusbureau has not publicly acknowledged any plans to create such an estimate.
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov @LUPE_rgv @PromiseArizona @CommerceGov 15. @uscensusbureau hasn't responded to @NPR's questions about if it's planning to produce a count of unauthorized immigrants in response to executive order. Bureau & @DHSgov have also not responded to Qs about when new agreement was signed, if any data have been transferred.
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov @LUPE_rgv @PromiseArizona @CommerceGov @NPR 16. Btw, a count of unauthorized immigrants would be relevant to a #2020Census lawsuit in Alabama, which is arguing in court to get unauthorized immigrants excluded from census numbers used to determine distribution of congressional seats among states👇
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov @LUPE_rgv @PromiseArizona @CommerceGov @NPR 17. I should mention fed law restricts release of immigration records about survivors of human trafficking & of certain other crimes who have applied for special visas, plus survivors of domestic abuse who have applied for immigration benefits under Violence Against Women Act.
@DHSgov @uscensusbureau @FCWnow @thisismaz @USCIS @CBP @ICEgov @LUPE_rgv @PromiseArizona @CommerceGov @NPR 18. According to page 19 of the @DHSgov Privacy Impact Assessment, @USCIS has asked for permission to share w @uscensusbureau data about refugees & asylum-seekers, whose records generally can't be shared without their consent or a waiver signed by Homeland Security secretary👇
