By "gender" they mean sex

This is what I do not get.

This is a perfectly good paper about differences in education & earnings between men & women in developing countries .

No talk of sex being a spectrum, uncertain, non binary, an identity etc...
Yet here, in considering the "gender" of people attending meetings, the idea is put forward that if people identify as non-binary they are in not in fact men or women. I.e. 'man' & 'woman' are identities. Sex doesn't matter. cgdev.org/blog/gender-eq…
We are all one species.

How can it be that we can point at one group of people and say their sex matters, it is straight forward and binary.

And at another group (ppl attending meetings) and say their sex doesn't matter, it's all about gender identity.

I just don't get it
