Looks like the Councilman's wife (Chavous) had a consulting firm and Universal offered her work in exchange for the Councilman's (her husband) help getting zoning laws changed to redevelop the Royal Theater.

It's expected that Johnson and Chavous will plead NOT guilty, but let's see how long that lasts, LOLOL.
