To be clear, our study did not include "pay-fors" because we wanted to examine the macro effects of cancellation without offsets--e.g. no tax increase--in order to determine whether offsets were necessary to mitigate undesired inflationary pressures.
They weren't. IMO, that's the right way to approach the question. Of course, DC remains mired in the politics of PAYGO.
