Transition plan is security plan handing over security responsibilities from AMISOM to Somali security forces. Initial plan to transition to UN mission is not an option anymore. #Somalia

UNSOM, UN mission formed to assist AMISOM, focusing broadly on politics and security. In 2018, #Somalia’s government worked with international actors to develop transition plan. Assessment on five regional states indicated effective local security forces and weaker SNA.
#Somalia’s national security council has endorsed a transition plan which had three phases: phase 1, up to 6/19, phase two, 6/19-12/19, phase 3, 1/20-12/21. The council of ministers of Somalia and UN Security Council have endorsed the plan too. The plan had three areas of focus
First, transfer of facilities, roads and towns to #Somalia’s security forces, such as stadium Mogadishu. Second, on the basis of operational readiness assessment, recommending policies and reforms of payroll, doctrine, legislation etc. Third, build peace, district council etc

Hirshabelle Transfer of areas to SNSF did not materialize.
Recently, US, Pentagon reported inability of SNSF to defend themselves from Shebab alone
-prioritized hand-over of major sites of #Mogadishu before major supply routes impacting commerce and livelihood: amazing priority!
- clearing and holding major roads in #Hirshabelle and #South-west would require -capacity to detect and diffuse IEDs, reduce or destroy Shebab capacities to attack
- Working with local forces and populations
- focus on agreed priorities regardless of prevailing politics
- stabilization efforts, the report notes,
must be coordinated with protection, services and job creation.
- Pentagon reported last week #SNSF cannot control its area for stabilization efforts to start.
- federal government shifted its focus on stabilizing stable #Gedo region
- the President may have shifted the focus from areas close to #Mogadishu to #Gedo region, to benefit Gedo from stabilization efforts, since it is dominated by President’s clan.
- commended the FGS in conducting operational readiness assessment and confronting its findings
