1/ We decided to shut down our office today

We've postponed our All-Staff Retreat
Our Board meeting is virtual
4 important conferences cancelled
Middle school, high school, college are shut down

America is shutting down to save itself

It's unorganized, haphazard, & it may work
2/ This is not how it was supposed to work.

We are supposed to have an orderly strategy.

I even wrote a memo: "From Containment to Mitigation- A Staged Approach for Each Locality"

But we're trapped in the politics of "keep it out" and bungled testing

3/ We literally have no idea if *any community* is free from #COVID19 community spread right now.

My beloved @CDCgov is not wrong to put N/A or UNDETERMINED as the status of nearly every state.

With so few people tested, so little design, we are flying terrifyingly blind
4/ As @politico writes

After witnessing a fumbling federal government response for weeks, the nation's leaders at every other level are lurching into extreme action to halt the explosion of the novel coronavirus.

In MD, a single community acquired case leads to school shutdowns
5/ We were ready for sacrifice, for hard acts, service to each other. What we got was a ban on European travelers

So we're taking it on ourselves to shut down

We *are* undoubtedly over-reacting in some places, and not doing enough in others, but we don't know which is which
6/ I *still* believe that we can do better than this. That the tests will come online, dedicated testing centers operating at scale

That the federal government will help state and local officials rationalize the switch to aggressive mitigation, informed by timely surveillance.
7/ But it may not come, and we may have to fumble towards a response - every state and city hacking at it, every business and every family trying to decide for themselves whether they should hunker down, or is it still OK to go out to eat.

I hope it will be enough
8/ We often talk about the resilience of our institutions, of the federal "steady state," of Tony Fauci and the 6 Presidents he has advised

We are seeing our federal institutions falter, and falling back on the resilience, and the dysfunction, of our state and local governments
9/ And beneath that, the final line of defense are the doctors and nurses on the front lines, already exhausted, and worried about what's to come, of "Italy"

Ill-equipped, under-resourced, poorly advised

Worried about who's going to take care of their kids

🇺🇸🇺🇸
10/ The only thing that now worries me more than the ineffective federal response to date, is that we will see an aggressive federal over-reach to reclaim center stage. I hope I'm wrong.
