Duterte on community quarantine: The problem is they continue to go out when our purpose is really to secure them in their homes.
Duterte: Mahirap itong COVID-19. Baka minanaliit niyo ang problema at sabay-sabay puputok ang mga kaso.

Duterte: Maybe not as really a serious as the other medical crisis noon, we are put on notice that it is really dangerous for now.

Duterte to barangay captains: This is a mandatory duty. It does not have to have a law because the proclamation itself suggests that there is really a need for you to work with government.
Duterte: The barangay captain should call a number, at least food, rice, and some ulam, pwede niyo ibigay para sa ating mga kababayan.
Duterte says there will be sufficient food: There will be no hunger in the coming weeks because there will be enough supply.
Duterte: I have been assured by Ramon Ang of San Miguel and other food conglomerates that there will be enough food.
Duterte: This is not a matter of business, but a matter of helping one another.
Duterte: We want to do business, we want to make money...but there is no interaction now and there is no trade to speak of.
Duterte says mayors can issue executive orders imposing restrictions to curb COVID-19 infections under a state of public health emergency.
Duterte: The mayor can come up with any measure to protect public health, public order, public safety, as long as they are in good faith.

Duterte: I have directed the Department of Budget and Management and Department of Health to find a way to best compensate our workers.

Duterte: We don't have any expenses in the government which are unnecessary.

Duterte: It will be an enhanced quarantine during which the movement of everyone will be significantly limited.
Duterte says work in government and private sectors is limited to work from home setups.
Duterte: Everyone will stay at home, leaving their houses only to buy food, medicine and other necessary survival in the coming days.
Duterte: Only such establishments that provide these necessary services will remain open.
Duterte says he understands the apprehension of Filipinos but says there is nothing to fear.

Duterte: If you are afraid to die because of COVID-19, then you have no business being a barangay captain.
Duterte: Ang gobyerno, ang taga-gobyerno, unahin ko na, yung na-assign diyan sa frontline sa COVID, if you feel that you are not ready, or you have problems of being sick, you can tell your superior.
Duterte: Kapag wala na kasing iba at takot na lahat, ang papasok Armed Forces at saka pulis.
Duterte: Lalabas ako. You will see me. Hindi ako maniwala niyan. May ibang doctrine ako sa buhay and that is kung panahon ko na, panahon ko na.
Duterte: Kung hindi ako mag-survive ng COVID, eh hindi ako karapat-dapat maging mayor dito sa Pilipinas.
Duterte tells business owners to slow down or completely stop operations.

Duterte: Our response is to not leave any quarter of our enemy by preventing close contact. The only way to ensure its effectivity at this time is to put in effect enhanced quarantine… to last until April 12 or earlier.
Duterte: I have directed the DWSD, DOLE, DOF to put in place all feasible measures that will ease the burden of the community quarantine in our country, especially those who are living on daily wages and micro, small and medium enterprises.

Duterte: Do not fear. Wala kayong dapat katakutan sa military at pulis. They are just there to go there.
Duterte: We are a democracy and we really try to act as one.
Duterte: I solemnly urge everyone to pray to the almighty God who has the power to defeat every enemy visible or invisible. Pray for all doctors and health professionals and workers. Pray for your government, pray for the country.
