New IATF spox CabSec Karlo Nograles reading enhance community quarantine guidelines effective later at midnight until April 13 midnight:
1. Classes suspended until April 14
2. Mass gatherings prohibited
3. Strict home quarantine in all households. Movement limited.
4. Work from home in Exec Branch except PNP, AFP, PCG and health and emergency, border control, - skeletal workforce
5. Only private businesses related to food and medicine production, banks, telecomms... allowed to operate - skeletal workforce
BPOs to continue on skeletal force.
Media personnel allowed to travel within quarantine area but shall secure ID from PCOO within 72 hrs.
6. Mass public transport suspended
7. Land, air, sea travel restricted.
8. Movement of cargoes unhampered.
Agencies to formulate measures for social amelioration of those affected by enhanced community quarantine such as moratorium on lease rentals, advancing 13th-month pay, reprieve on utility bills.
Nograles says private cars allowed only for buying basic necessities like food and medicines. But since public transport is suspended, they can also walk.
SOJ Guevarra says law enforcers may effect arrest:
1. disobedience to persons in authority or direct assault under Revised Penal Code
2. RA 11332 Mandatory reporting of notifiable diseases - non-cooperation
3. penal provisions under quarantine act
Only if resistance serious.
Nograles: Outbound intl passengers travelling from intl airports in Luzon allowed to travel within 72 hrs. Inbound intl passengers in transit will be allowed entry subject to quarantine. General rule: Land, air, sea travel restricted.
Asked how workers will go to work if public transpo suspended, DILG Sec Eduardo Año says LGUs can provide transpo and require public utilities to operate limited services.
Nograles likens situation to one of state calamity where no transpo. Public transpo suspended including Grab and TNVs. This is where LGUs come in to provide means of transpo.
Nograles says restaurants limited only to food delivery. Asked about Grabfood and Food Panda, Nograles says they're thinking of food establishments delivering. In case of doubt, no.
Nograles says that BPOs must provide temporary accommodation for their workers by March 18, otherwise they will not be allowed to continue operating.
Nograles on banning intl travelers from leaving Luzon after 72 hrs: Those who want to leave will leave within that period. We assume that after 72 hrs, it is your decision to stay here.
For media, Nograles says they should get ID from PCOO within 72 hrs (all media in Luzon). PCOO Sec. Martin Andanar reads procedure.
Andanar says letter request from media entities and passport photo required for journalists seeking ID from PCOO.
In the meantime, all bona fide media IDs honored by police within 72 hrs from start of enhance community quarantine at midnight.
Andanar says there are 4 live points for interviews:
1. Malacañang
2. NDRRMC at Camp Aguinaldo or Camp Crame
3. Dept of Health
4. PTV
Media can hook up to PTV and Radyo Pilipinas
They are arranging virtual presser.
Andanar says they will not deny media their IDs as long as requirements are complete.
Asked how social distancing will be implemented in congested informal settlers areas, Año says their personnel will go around to monitor and conduct educational campaigns. LGUs to lead initiative. Urges people to stay at home.
Health Sec Francisco Duque III says there are 3 addl sources of test kits (now sourced with WHO):
1. UP test kits (will run with RITM tests for accuracy)
2. 500 test kits from South Korea last Friday + 5 to 10,000 this week
3. 2,000 + 10,000 donation from China
Duque says South Korea manufactures own #COVID19 test kits that's why they can make 15,000 tests a day.
Nograles: Banks, money transfer services will continue.
On BIR VAT payments, we will discuss with economic team.
Año on karinderias: We will limit it to delivery services. If pupunta tao para kumain, hindi pupwede to.
Andanar: roving reporters can still go around and gather news but they need to be checked everyday in their companies or police stations. It's your civic responsibility to wash your hands.
Duque on Sen. Zubiri undergoing 2nd #COVID19 test: Para makasiguro na walang virus sa katawan.
Nograles says LGUs can come up with initiative to help those living far from supermarkets to purchase food, etc...
Nograles says that because entire Luzon is placed under state of calamity, LGUs can now declare state of calamity to tap calamity fund and quick response fund. Operationalization is as if LGU is under state of calamity.
Nograles: LGUs already know what type of food assistance to give during calamities. DSWD will augment.
Duque says we have respirators and oxygen but can't say how many. Says it's part of preparations and as of now, PH has enough supply but don't know how infection rate will go. This is in response to WHO's call for countries to have enough respirators and oxygen.
Duque says he will look into reports that HMOs won't cover #COVID19 cases. Says govt will just take care of it. Cites PhilHealth 420M - isolation benefit package at P14,000 each. Plus other benefits which could all total P58k.
Duque says all hospitals, PH Red Cross have ambulances enough to transport patients to hospitals. Says patients with no cars have nothing to worry about because we have enough ambulances.
Nograles: We didn't discuss POGO operations so closed. In case of doubt, no.
Andanar: Citing Año, media vehicles and private vehicles of media practitioners allowed.

IDs of foreign media members of FOPAC will be honored within 72-hr period.

Nograles: Media not exempted from social distancing.
Año: As much as possible, business or company vehicle. If hindi maiiwasan, lagyan ng media sticker ang private vehicle ng media practitioners.
Andanar asks members of the media from the provinces to email their requests for IDs to PCOO.
Nograles: With no announcement, deadline for BIR filings will remain. We will submit to economic team's advice then task force will decide.
Duque says nurses giving homecare exempted from enhanced community quarantine.

Duque on 12/142 death rate: It's only because we haven't had many tests. Confident it will be diluted by more positive results after more tests.
Duque says DOH will focus on vulnerable sector: above 60 yrs old and with pre-existing conditions.

Duque attributes rise in number of positive #COVID19 cases to community transmission. You can no longer link it to travel history.
Nograles on hotel operations: No more. If they live in Luzon, they will have to go back to their provinces.

Año: If there are some stranded foreigners or tourists, we will accommodate private arrangement between them and hotel owners.
Nograles on lotto operations: We didn't discuss that yet.

On sanitizers: health services so that can be considered exempted
Año says it's correct to say after 72 hrs, international flights to and from Luzon will be suspended but says will accommodate flights for repatriation.
Nograles says online classes can continue.
Nograles: Only 1 person per household can leave the house to buy food, medicines, etc...
Guevarra addressing concerns of martial law: The answer is a resounding no.
Andanar says they will hold briefings 11:15am-12nn from Monday to Friday (could be expanded to Sundays).
