Holy shit. Trump is saying he doesn't believe the claims that we're going to need *that* many more ventilators, so he's not going to get the amount requested. Fucking devastating.

Trump is whining about the governors who "take take take, then they complain." Basically, governors, praise Trump constantly, or you're not getting your fucking ventilators.
Trump isn't going to help New York get the ventilators they've requested because "he has a feeling" they won't need that many.
And yes, faced with a shortage of a critical life-saving resource, any governor is going to try to get an amount in the upper end of projected estimates of what is needed.
