Quick note about the new version of Graham-Cassidy and the rush to figure out what's in it... (1)
Copies of the bill began circulating publicly late Sunday evening, thanks to great reporting from @politico & @voxdotcom & @axios ... (2)
The basic architecture hasn't changed, but there are a bunch of changes to regulations and funding, some quite important ... (3)
Many are complex -- they have formulas, interact with one another, etc. -- and in a sane world we'd have time to study/analyze fully ... (4)
But Republicans want to vote on the bill THIS WEEK -- and, to be more precise, IN JUST A FEW DAYS ... (5)
CBO doesn't have to do full analysis. Orgs like @avalerehealth @KaiserFamFound @BrookingsInst @CenterOnBudget will do their best... (6)
But they too could run out of time, leaving lawmakers -- and the rest of us -- without reliable, precise info before the vote... (7)
Meanwhile, HHS is circulating its own figures and, already, it looks like they are pretty misleading ... (8)
For those of us who write about policy, this is a big challenge -- we need to write quickly, but without complete or solid information. (9)
In my new piece, I tried to make that super-clear -- carefully citing sources, stating that it's "based on initial inspection," etc ... (10)
I know other writers have done same, and will continue to do so. But none of us are happy about it, I'm pretty sure... (11)
Anyway, rushing to vote on legislation of this magnitude, with so little time for analysis, seems unprecedented & highly irresponsible. (12)
* Obviously, I meant CBO doesn't have TIME to do full analysis...
