The Government's stance, if correctly stated by @Peston, is in contempt of Parliament. Parliament did not vote for the Government to deliver extracts from the secret studies.
The motion passed by Parliament can be seen here. It contains no reference to "extracts" or "summaries" of the impact assessments being published. 
This is basic common sense. A Government that refused to publish anything can't sensibly decide *what* it should publish when dragged kicking and screaming to publication.
If, if, there is material in the secret studies that would genuinely damage the national interest if disclosed - and we do not accept that for one second - this proposal from @hilarybennmp provides the right way forward.
