Our June 2017 Progress Report assessed the gaps to meeting the fourth & fifth carbon budgets at 155 & 260 MtCO₂e. Government is required by the Climate Change Act to publish their plans to fill these gaps /2 #UKClimateAction
The Government published their Clean Growth Strategy in Oct 2017. This emphasised the economic opportunities, put clean growth at the centre of the Industrial Strategy, & made a strong commitment to meeting carbon budgets /3 #UKClimateAction 
The Clean Growth Strategy included a number of new policies to reduce emissions /4 #UKClimateAction 
The Strategy also set out a range of new proposals & intentions, but policy to deliver these has not yet been worked up /5 #UKClimateAction 
Our assessment is that policies & proposals in the Clean Growth Strategy could close the gap to meeting carbon budgets. But a gap of 65 MtCO₂e remains to meeting both the fourth & fifth carbon budgets /6 #UKClimateAction 
The budgets should be met through domestic actions, not ‘flexibility mechanisms’ in the Climate Change Act. Use of these mechanisms would risk failing to develop leading low-carbon industries in the UK and storing up costs for future generations /7 #UKClimateAction
There are four key next steps to meet carbon budgets & prepare for the 2050 target /8 #UKClimateAction 
Further new policies are needed to meet the fourth & fifth carbon budgets /9 #UKClimateAction 
The policy gap should be removed by end of 2018. Delivery risks should be removed by 2020 for the fourth budget & 2025 for the fifth budget. We will monitor this as part of our annual Progress Reports – the next one will be published in June 2018 10/10 #UKClimateAction
