Para 1: I don't think anyone can disagree with "Our response as a country must be guided by the rule of law, support for international agreements and respect for human rights." This largely set the tone for the whole statement, and was the basis for what was to come...
Para 2: "Our response must be.... ...based on clear evidence." Knowing the origin of the nerve agent (i.e. from Russia) does not explicitly mean that the Russian state was responsible. In a court of law, you'd be expected to provide multiple pieces of evidence to prove a theory.
