SK's Unification Ministry reiterates its position re 12 NK restaurant workers who defected from Ningbo, China in April 2016: they defected on their own. There is a lot more under the surface but SK is in a bind and this is the position to take for now

Ji Seong-ho waved his crutches at the State of the Union Address on Jan 30 in Washington. Ji explains that defectors cannot let NK know they defected on their own as their family members who're standing by in Pyongyang will then be sent to prison camps.

If they admit they defected on own, family will suffer. If they leave it hanging and make NK think they were coerced, they won't. That's why some defectors stage their own disappearances or deaths before defecting. But do they wanna go back to NK? Apparently not a single one.
So why is SK lukewarm in defending its position? Prolly because they would rather NK dispute the position for the sake of family members; the defectors don't want SK to be insistent enough for NK to take it literally. The issue then is, is it insistent enough for OHCHR & Quintana
It's not clear if OHCHR and Tomas Ojea Quintana have any inkling of the issue at hand. From what we can gather, it's a delicate dance and most people with strong opinions on this issue are clueless and have no idea what they're talking about.
