For those confused (since AL carriers are actually *dropping* rates 2%), here’s why: They both clarify that rates would drop significantly *more* without #MandateRepeal & #ShortAssPlans. Note: I’m actually assuming 1/3 *less* of an impact than the @UrbanInstitute did in March.

⚠️ THREAD: When the dust settles on the 2019 Open Enrollment Period, total enrollments will likely be ~11.4M on exchange, plus perhaps 3M off-exchange. Of the 14.4M total, around 13M (90%) will actually pay their premiums. 1/
Of those 13M people, around 4.2 million will be unsubsidized & have to pay full price...and that full price will average around $49/month higher in 2019 than it would have been if Trump & the GOP hadn't repealed the individual mandate & opened the floodgates on #ShortAssPlans. 2/
This is the case even in states where 2019 premiums are *dropping* in 2019 (or staying flat)...they would have gone down *even more* without those changes. Many of the carriers have stated this specifically in rate filings, w/many including actuarial data to support it. 3/

🚨 Holy Smokes.
Let me repeat that: 4.2 MILLION currently uninsured Americans could get #ACA-compliant healthcare policies FOR FREE.

(yes, they'd have high deductibles, but they'd include FREE preventative services, such as, blood/drug screenings, mammograms, vaccinations, etc)

The decreased subsidies are CSR.
2/N CSR applies to people earning between 100-250% Federal Poverty Level (FPL) and was designed as a narrow, tightly targeted means tested program to reduce out of pocket expenses. Only applies to people who buy a Silver plan on the Exchange.
3/N President Trump suspended normal payments to insurers for CSR in October 2017.

...you WILL be lucky enough to pay that strike price from way back, and you will have a TON more equity for being earlier — BUT — Uncle Sam is coming for your ass that tax year you exercise those options.

The Trump administration has issued regulations that pave the way for an expansion of "short-term" insurance plans that can last up to 36 months and don't follow any of the ACA's rules. A few thoughts to follow.

The short-term plans the Trump administration is expanding can deny coverage to people with pre-existing conditions, do not have to cover the ACA's essential benefits, and can cap coverage on an annual basis.
The Trump administration cannot eliminate the ACA's insurance rules. Instead, they are using short-term insurance plans to create a parallel market of insurance plans that do not have to follow any of the ACA's rules.
