Some interest today in the story about the UK's schedule of commitments on goods at the WTO. Important to remember:

1. The UK's proposed goods schedule is 715 pages. The main problem is tariff quotas, pages 121–142 and 466–468 (25 pages = 3.5%).

2. There are 4 simple pages on agricultural subsidies proposing a €5.9 billion limit on domestic support and zero for export subsidies. Not really controversial

3. The EU also faces negotiations over its revised tariff quotas (the same ones as the UK).

4. The difference is the EU only submitted tariff quota and immediately as modifications. The comment period expired on October 22. Talks can begin.

5. The UK chose a different route because those 680 pages of regular tariffs should sail through.

6. The UK has only now acknowledged it needs to negotiate. That means a 3 month comment period from whenever it formally kicks off the process (not done yet), followed by talks, which could also start within that period if other countries come up with the detail quickly

7. So long as UK & EU insist the sum of their separate tariff quotas = the present ones for EU28, then their talks with other WTO members are linked. Let's see if that survives.

8. It's all under STANDARD procedures for modifying WTO commitments. Reactions are standard too

And while we're about it, the dramatic "failed" here applies to "swiftly" (not exactly what it seemed to mean), and technically to "replicate" but only on 25 of over 700 pages
