In the (apparently likely) event Parliament & the Executive cancel Brexit, any True Leavers' movement wld need, if it is to tame & pacify wilder anti-system sentiments, a radical political reform agenda that went beyond simply leaving the EU. Here is a 7 pt plan for that scenario
1. Immediate, unnegotiated withdrawal from the EU & instant repudiation of any treaty or other agreement with the EU made or coming into force after True Brexit Day: 29 March 2019.
2. The top 3 ranks of the civil service to be automatically fired & their positions re-hired every time the Administration changes.
3. Amendment to prerogative Treaty powers so that no UK govt can ever submit to laws or legal judgements made outside the UK & withdrawal from any automatic commitments that are already in place. In future, all must be legislated here, specific measure by specific measure.
4. Outlawing of any future referendum other than that taking the form Status quo vs Proposal of Executive.
5. Outlawing of any state subsidy or tax break for political parties or any political activity.
6. The House of Lords to be replaced by a mix of individual citizens, chosen by lot (from anyone) serving short terms in the style of jurors, and delegates sent by business groups, trades unions, professional bodies and the like.
7. All MPs to receive only the minimum wage as an allowance, with the usual rights to apply for housing benefits & a special right to apply for a 2nd London housing benefit. In other words, all MPs wld be expected to have jobs. Commons sitting hours would be adjusted accordingly.
Note that, other than Lords reform these are not measures I propose more generally. Such a radical agenda would not be required or appropriate if we maintain our existing political system. But if our democracy is overturned, as I expect, by cancelling Brexit, such measures follow
