If an anti-Trump billionaire's main goal is to "combat Trump's re-election," isn't entering the GOP primary the most effective place to start?

Especially if a given billionaire is a non-Democrat (like an independent, or former GOP candidate).
A partisan primary is the place where there is the largest "first mover" problem -- most Rs are afraid of *getting a Trump primary challenge,* let alone starting a primary challenge to Trump.
But there are examples where someone jumping in to *create* a competitive primary changes everything (McCarthy 68).

Or where the candidate (wrongly) seen as unlikely/fringe by the Establishment changes everything (Dean 04, Trump 16).
